In any country, the executive arm of government is powerful. The legislative arm is also powerful but not as powerful as the executive. But for the judiciary, that’s another case in point. This country is one in which court orders are known to be ignored by the executive arm of government.
Sandra Ezekwesili takes us through financial autonomy situation in Nigeria. The title of the show on 99.3 Nigeria Info is ENSURING FINANCIAL AUTONOMY FOR STATE LEGISLATURES AND JUDICIARIES.
An outstanding question Sandra asks is: If a state executive fails to transfer budgeted funds to the legislature or judiciary in Nigeria, what steps could the other two branches take to get their money?
Sandra asks the question because she feels it would be weird for the judiciary to drag another party to court.
The guest on the show says that both arm of government must to beg the state executive. Why? The state executive control the fund being given by the executive and they have the right to make use of the funds the way in which they want. For example, it is clear that the governor has total authority on public funds. Although there have been cases when parties take the federal government to court and even win the case.
But one question for the public remains: Should financial autonomy for all arms of government be adhered to?
