A schoolgirl has lost both her legs and her right arm following severe complications from meningitis, with her only apparent symptom being a ‘bruise. ‘ 

Within 24 hours of informing her parents that she felt unwell, Penelope Vidal-Walsh, aged 10, underwent life-saving emergency surgery at Alder Hey Hospital to have her limbs removed. 

On April 10, Penelope—who was feeling unwell—retired for the night at approximately 9 PM, only to awaken at 2 AM and begin vomiting. 

The Liverpool Echo reports that her father, Ricardo Vidal, placed her in the bath, ‘assessed her condition,’ observed nothing alarming, and returned her to bed. 

The subsequent morning, she arose as usual but was ill again after breakfast, prompting her parents to prepare another bath for her. 

While bathing, they detected a small purple mark on her neck, and later, as they dressed her, a similarly colored rash on her knee. 

Penelope’s aunt, Angel Walsh, 35, informed the ECHO that her parents utilized ‘the glass test’ to evaluate if the rash warranted concern, as recommended by the NHS. 

This method involves pressing a glass against a rash to determine if it disappears under pressure—should it not, this could indicate a serious infection such as meningitis or septicaemia that requires immediate medical intervention. 

Her parents observed this unusual purple rash, which did not fade under the pressure of the glass. 

Because the rash persisted, Penelope was promptly taken to Ormskirk Hospital. 

By 9:30 AM, she had been transferred to Alder Hey, where she was diagnosed with bacterial meningitis and quickly moved to intensive care. 

Not only did she have meningitis, but she also suffered from a ‘very rare fungal infection that caused severe complications. ‘ 

Mr. Vidal stated: ‘As part of her treatment, Penelope underwent a triple amputation surgery, resulting in the loss of her lower limbs and her right arm.’ 

‘She is currently receiving skin grafting surgery as part of her rehabilitation and recovery. 

‘She has made significant progress and improvement, and she is even using a wheelchair while building up her core strength and the strength in her left arm.’ 

Penelope will remain in the critical care unit at Alder Hey until she undergoes skin grafting surgery. 

If the procedures succeed, she will be discharged in October, six months after initially falling ill. 

Her parents have initiated a fundraiser to ensure she has the ‘best possible chance of living an independent life. ‘ 

Mr. Vidal expressed: ‘We want her to be able to not let this deter her from being the most energetic, fun, lively girl she has always been. 

‘She remains determined and motivated to continue building her strength. 

‘The strength and resilience she demonstrates daily is simply remarkable, and we are incredibly proud of her.’ 

‘We aim to provide her with the highest quality of life and opportunities to realize any of her aspirations and dreams that she had prior to this incident. ‘ 

Meningitis refers to the inflammation of the membranes encasing and safeguarding the brain and spinal cord. 

Any individual can be impacted; however, individuals at heightened risk include those under the age of five, between 15 and 24, and over 45. 

Individuals exposed to passive smoke or those with compromised immune systems, such as individuals undergoing chemotherapy, are also at increased risk. 

The predominant types of meningitis are bacterial and viral, though the former necessitates immediate medical attention in a hospital setting with antibiotics. 

Approximately 10 percent of bacterial cases are lethal, and among those who recover, one in three experience complications, which may include brain damage, hearing impairment, and limb amputation if septicaemia (blood poisoning) occurs.

Whose information was compromised and what were the circumstances? 

A document containing the personal details of approximately 18,700 Afghans and their family members – totaling around 33,000 individuals – was inadvertently sent to incorrect recipients via email in February 2022, Healey informed legislators in the House of Commons. 

These individuals had submitted applications for resettlement to the UK between August 2021 and January 7, 2022. This timeframe encompassed the six months following the Taliban’s takeover of Afghanistan after the withdrawal of US and allied forces from the nation. The majority were employed as translators, aides, or in various roles for the British military in Afghanistan. 

They had applied for the UK’s Afghan Relocations and Assistance Policy (ARAP) initiative, which, like its predecessor, the Ex-Gratia Scheme (EGS), was established for Afghans who had collaborated with the British armed forces. 

The EGS was initially created in 2013 after a prolonged effort by activists and the media advocating for individuals who had assisted the British military in Afghanistan and who were deemed likely to experience reprisals from the Taliban.

The identities of over 100 British officials, including members of
elite special forces (SAS) and MI6 intelligence officers, have been
compromised in a significant data breach that also jeopardized thousands
of Afghans collaborating with the UK. The full extent of the breach,
previously suppressed by a High Court “super-injunction,” was partially
revealed on Thursday after the gagging order was lifted.

The High Court ruling allowed media organizations to report that
detailed case notes within the leaked database contained sensitive
personal information belonging to UK special forces personnel and spies.
This new revelation comes alongside the government’s prior admission on
Tuesday that the data of nearly 19,000 Afghans, who worked with British
forces during the 20-year conflict and applied for resettlement in the
UK, had also been inadvertently disclosed. Many of these individuals
face severe risk, including death, from Taliban retribution.

Timeline and Controversy

The data breach initially occurred in February 2022 but went
undiscovered by the government until August 2023. Its discovery was
prompted when an individual in Afghanistan, who had obtained the data,
posted a portion of it on Facebook and threatened to release the rest.
The BBC reported on Wednesday that the Ministry of Defence (MoD)
subsequently expedited the individual’s resettlement application and
brought him to the UK – a sequence of events government sources
described as “essentially blackmail.” The MoD declined to comment on
this specific action, only stating that all individuals entering the UK
under Afghan relocation schemes undergo “robust security checks.”

Government Response and Costs

The 2023 discovery of the breach compelled the government to covertly
establish the Afghanistan Response Route (ARR), a resettlement scheme
for those affected. Crucially, the scheme’s beneficiaries were not
informed about the data breach despite the grave risks to their
security. To date, the ARR has facilitated the relocation of 4,500
Afghans and their family members to the UK, with an additional 2,400
expected, at an estimated cost of £850 million.

The breach itself stemmed from a critical error at UK Special Forces
headquarters in London. An individual inadvertently emailed over 30,000
resettlement applications to an external recipient, believing they were
sending data for only 150 people.

Political Fallout and Impact on Afghans

The complex legal battle for disclosure saw an initial
“super-injunction” lifted on Tuesday, followed by a secondary injunction
preventing the specific revelations about special forces and security
services. This latter injunction was also lifted on Thursday following a
compromise between barristers representing the MoD and media
organisations.

In Parliament on Tuesday, former Labour Defence Secretary John Healey
criticized the breach as a “serious departmental error” and
acknowledged it was “just one of many data losses” related to Afghan
relocation schemes. Shadow Defence Secretary James Cartlidge apologized
on behalf of the former Conservative government, under whose tenure the
leak was discovered.

While the Taliban government claimed on Thursday it had not arrested
or monitored Afghans affected by the leak, relatives of those named told
the BBC they fear for their family members still in Afghanistan, with
one reporting intensified Taliban efforts to locate their named relative
following the leak.

An MoD spokesperson reiterated the longstanding policy of not
commenting on special forces matters. They added, “We take the security
of our personnel very seriously, particularly of those in sensitive
positions, and always have appropriate measures in place to protect
their security.”
